Bletchley brings the US and China into a shared AI safety discussion

Countries attending the UK’s AI Safety Summit agreed the Bletchley Declaration on 1 November 2023. Participants included the United States, China and the European Union. The declaration recognised opportunities from advanced AI alongside risks requiring cooperation between governments and other actors.

Cooperation across strategic divides

The declaration brought competing powers into a shared discussion of advanced AI risks. It created a basis for research, testing and further negotiations without establishing a single international regulator. Britain’s convening role placed technology policy alongside diplomacy, with the practical work of cooperation following the summit’s common statement.
