NATO Secretary General Mark Rutte said in Tallinn on 14 October that the alliance saw no imminent threat to its territory. He said NATO would respond if it observed a military build-up and would defend all allied territory. His remarks distinguish readiness from a prediction that war is about to begin. Speaking alongside Estonia’s prime minister, Rutte also said responses to hybrid attacks would not always be public. The transcript does not identify a newly authorised military operation or prove responsibility for every reported incident.
