Putin receives Witkoff after Oslo talks: Ukraine diplomacy faces its next test
The US envoy has moved from consultations with Kyiv and European partners to talks with Putin. No peace agreement has been announced in the reporting reviewed.
Vladimir Putin hosted US envoy Steve Witkoff in St Petersburg on 2 1 October, Reuters reported, as Washington pursued a new round of Ukraine diplomacy. The contact follows Tuesday’s discussions in Oslo with Ukrainian and European leaders. The immediate question is whether proposals discussed with Kyiv can produce commitments from Moscow.
Norway’s prime minister’s office says Tuesday’s meeting brought together Jonas Gahr Støre, Ukrainian President Volodymyr Zelenskyy, Finnish President Alexander Stubb and Witkoff. Jared Kushner participated remotely. The subjects included Ukrainian security, reconstruction and territorial issues.
Why Europe is part of the story
The Norwegian account also records the involvement of national security advisers from Britain, Germany, Italy, the EU and NATO at a working dinner. That gives British readers a concrete connection to this round of diplomacy: European governments are participating in discussions about the terms and consequences of a settlement.
What the talks have not established
Kyiv’s official account said Witkoff would take ideas from Oslo to Russia and report back. It did not announce an agreed ceasefire. Nor does an envoy’s arrival establish that Moscow has accepted the proposals.
The next test is an attributable outcome from the Russian meeting: a timetable, a shared commitment or agreed terms. The fact that talks are taking place does not establish a ceasefire, territorial agreement or security guarantee.
