Ethiopian government and Tigray forces agree to end hostilities

The Ethiopian federal government and the Tigray People’s Liberation Front reached a cessation-of-hostilities agreement in Pretoria on 2 November 2022. The African Union said the talks had begun on 25 October and were intended to create a pathway towards peace, security and stability in the Tigray region.

From negotiations to security arrangements

The Pretoria agreement moved the parties towards a negotiated framework for ending hostilities. Its implementation required security arrangements and access for assistance capable of reaching communities affected by the conflict. The African Union’s mediation created a political channel for those questions, with the credibility of the agreement resting on how commitments would be carried out.
