The Security Council backs a three-stage Gaza ceasefire proposal

The Security Council adopted resolution 2735 on 10 June 2024 with 14 votes in favour and Russia abstaining. It welcomed a proposed three-stage deal and urged Israel and Hamas to implement it. The first stage envisaged a ceasefire, hostage releases, an exchange of Palestinian prisoners and expanded humanitarian assistance.

Hostages, aid and withdrawal

The proposed first phase linked a halt in fighting to hostage releases, Palestinian prisoner exchanges and expanded aid. It also addressed withdrawal from populated areas and the return of civilians. Bringing these measures into one framework reflected the interdependence of humanitarian and military questions. The Council’s endorsement increased diplomatic backing for the proposal; implementation still required action by Israel and Hamas.
