Miliband backs Ukraine energy ceasefire as US diesel deal strains allied ties
In Warsaw, the Foreign Secretary acknowledged difficult days with Washington and urged allies to press Russia to halt strikes on Ukraine’s power network.

Foreign Secretary Ed Miliband backed a full halt to attacks on Ukrainian and Russian energy facilities at the Warsaw Security Forum on Tuesday. He also acknowledged that relations with Washington had been difficult since President Donald Trump announced a deal to import Russian diesel. His intervention puts Britain publicly behind Kyiv’s call for a reciprocal pause while exposing a disagreement among Ukraine’s allies over economic pressure on Moscow.
A ceasefire still to be established
Miliband urged European partners to work with the United States to hold Russia to a full energy ceasefire. He cited a Foreign Office figure of 200 Russian attacks on Ukrainian energy infrastructure in the preceding week; that is the UK government’s assessment. Trump has said a ceasefire is already in place, but Ukrainian President Volodymyr Zelenskyy said Russian strikes continued after the US announcement. No agreed terms or monitoring mechanism were established in the sources reviewed for this report.
The dispute with Washington
Speaking in Warsaw, Miliband described the past few days of diplomacy as difficult, according to the Press Association account carried by The Independent. The dispute follows Trump’s Russian-diesel announcement and his criticism of Zelenskyy. Miliband did not announce a break with the United States: he called for Washington and European governments to pursue the proposed energy pause together.
Beyond Ukraine’s power grid
The Foreign Office also said Miliband would raise Russian cyber activity, sabotage and other hybrid threats with European counterparts. In Poland he met Foreign Minister Radosław Sikorski to discuss bilateral security cooperation. The practical test now is whether attacks on energy facilities stop and whether allies maintain a common approach to sanctions and support for Ukraine. The photograph is from Miliband’s July meeting with US Secretary of State Marco Rubio in Manila; it does not show the Warsaw forum or this week’s discussions.
